BOC approves budget and sets millage rate

DAHLONEGA, Ga. – The Lumpkin County Board of Commissioners adopted the 2019 budget and approved the rollback millage rate during Tuesday’s voting session. Commissioner Rhett Stringer voted no on both.

The approved budget is $21,807,984. The millage rate is 11.053 mills for property in the unincorporated areas of Lumpkin County, 13.186 mills for property in the incorporated areas of Dahlonega, 0.280 for property in the Lumpkin County Reservoir District and 0.219 for property in the Lumpkin County Planning Department Tax District.

Public Safety is budgeted to receive $9,654,235 which is only a slight increase of about $23,000 over last year. General Government operations is budgeted for $4,390,547 about $300,000 less than a year ago. Public Works receives the next largest $1,725,070, an increase of about $260,000 above 2018.

Commissioners honored some very special achievements at Tuesday’s meeting.

They unanimously agreed rename the intersection of Camp Frank D. Merrill and Wahsega Road the Michael J. Ramsey intersection in honor of the legendary retired U.S. Army First Sergeant who was inducted into the Ranger Hall of Fame and inspired thousands of young Rangers before retiring in 1994 and embarking on a career in law enforcement with Lumpkin County Sheriff’s Office. Ramsey rose to the rank of Chief Deputy before retiring earlier this year.

Commissioners also honored the Lumpkin County Indians 8-and-under baseball team that posted a 17-4 record this year and capped a successful season by beating Peachtree City in the Southeastern World Series. The Board proclaimed Aug. 21 as Lumpkin County Indians 8-and-under Baseball Team Day.

Approved:

• An amendment to the ACCG defined benefit plan for county employees to include unused sick leave in Credited Services effective Sept. 1;
• An amendment to the inmate food services contract with Summit Food Service Inc. at a rate of $1.33 per meal;
• A contract with GDOT for the Airport Grading project to grade the primary surface on each side of the runway. Townley Construction was the low bidder with a bid of $286,542. The county would be responsible for 25 percent of that amount with $47,757 to be in in-kind contribution and $23,878 in cash;
• An agreement between Northeast Georgia Medical Center, INC. and the Lumpkin County Board of Commissioners to furnish two paramedics to assist Lumpkin County Emergency Services in manning a 12 hour per day, seven day a week ALS Ambulance over the next (90) days starting on August 1st, 2018 at a cost of $37,000 for 90 days;
• A revised contract with Bachman & Associates to provide architectural and design elements for the new library at a cost of $351,290;
• A memorandum of understanding (MOU)that provides that Sunrise Rotary shall donate the sum of $20,000.00 to Lumpkin County to be used in the construction of the new splash park and to offset costs of providing signage at the park to reflect it as a “Sunrise Rotary Club Splash Park;”
• A lease agreement with CW Mathews to lease a portion of the parking lot at Fire Station #3 (Yahoola Fire Station) to place their field office trailer during the construction of the roundabout at Stone Pile Gap at a cost of $450 per month for the lease of approximately 0.25 acres. It is anticipated that property will be needed for approximately eight months;
• The termination of the Suncoast Textile Recycling – Recycle Clothing contract after the company received a citation for excessive clothing and trash at the collection site on Morrison Moore Parkway;
