Many downtown businesses will close on 9.14 due to rally

DAHLONEGA, GA
The list of local businesses on the historic Dahlonega square that will be closed on September 14 has steadily increased as the impending rally approaches.
Some of the first businesses to announce closing on the 14th are, Spirits Tavern, Gustavo’s, and Knuckles Sandwich Shop. Spirits posted on their reason for closing on their Facebook page, which was later shared by Knuckles “Spirits Tavern will be closed on this day (Saturday, September 14). The safety of our employees and guests are our highest priority. The revenue lost is not worth acknowledging hate of any kind.”
Since then, several other businesses have taken to social media to announce their closing on 9.14, including Mayor Sam Norton’s business, the Picnic Cafe and Dessertery. According to Picnic Cafe’s Facebook page, “It’s not always about the dollar. Family values and a sense of community are what most businesses on the Square are about here in Dahlonega. We will close Saturday, September 14th and encourage others to be home with their family. We will reopen the day after these disruptive protests and counter-protests. We look forward to seeing you on Make-Up Monday (9/16/19).”
Crimson Moon told FYN that they will be closed during the day and open only to host the concert scheduled for Saturday night. Capers on the Square, Brad Walker Pottery, Paul Thomas Chocolates, The Dahlonega General Store, Jolie Day Spa, Walking Ghost Tours, and Studio Jewelers are amongst the businesses that will also be closed. The Dahlonega Farmer’s Market is also canceled for 9.14.
While many downtown businesses will be closed, there are some who will remain open, or open later Saturday evening. This includes The Fudge Factory and Outlaw Jerky will open at 4 p.m. on Saturday, 19 Degrees North, Pueblos, Grapevines, Johnny B’s, Naturally Georgia, Giggle Monkey Toys, Shenanigan’s Irish Pub, and Bourbon Street Grille, (downstairs dining only) will all remain open.
Deb Rowe, owner of Shenanigan’s and Bourbon Street Grille, explained that they will remain open, but the upstairs dining area and balcony area of Bourbon Street will be closed. Patrons will still have the option to dine downstairs at Bourbon Street. Both businesses expressed support and appreciation not for the rally, but for the many law enforcement officers and emergency personnel who will be diligently working to keep everyone safe during the rally,

We are aware that many businesses are taking a different approach, and that’s just as understandable. We will stand in the confidence of our law enforcement to monitor and protect, as well as being steadfast with safety and security ourselves. In addition to our local emergency personnel, there are several hundreds of additional officers coming to serve our community and it is our hope that after a contained and uneventful demonstration, we will be able to serve them in appreciation of their service to us all.”

Chestatee Artists Group announces new Folk School

The Dahlonega Chestatee Artists Group has opened registration for their upcoming Folk School from now until September 27, 2019. The first classes of the Folk School will be held the weekend of October 11 through October 13, beginning Friday evening at 7p.m. until 9p.m. and ending Sunday around 11:30a.m.

There will be an informational meeting on Thursday, September 12 for those interested in learning more about the mission of Chestatee Artists, the Folk School, and to meet the instructors. The meeting will be at 6p.m., in the United Community Bank Community Room.

Father, Son Drown at Dicks Creek Falls Tuesday

DAHLONEGA, Ga. – A father and his 6-year-old son drowned at Dicks Creek Falls in Lumpkin County Tuesday (June 20) around 2 p.m.
Lumpkin County Sheriff Stacy Jarrard said according to numerous witnesses, the father, 38-year-old Joshua Kistler of Dahlonega, slid down one of the rock slides first then waited for his son, Jaxon, to follow. But the boy apparently got caught in an undertow and never resurfaced. The father made several attempts to bring his son to the surface but drowned himself.
“This is such a tragedy,” Jarrard said. “Our thoughts and prayers are with the victims’ family. I hope everyone will keep them all in their prayers.”
Jarrard said witnesses spotted the father’s body floating downstream, pulled him to the shore and tried to do CPR but were unable to revive him.
Several agencies responded to the incident, including Lumpkin County Sheriff’s Office, Lumpkin County Fire Department, EMS, Department of Natural Resources, U.S. Forest Service, Hall County Sheriff’s Office and Forsyth County Sheriff’s Office. The Lumpkin County swift water rescue team recovered the child’s body.

Larson announces plans to run for re-election City Council Post 6

City Councilman, Ron Larson, confirmed that he will run for re-election for the Post 6 Dahlonega City Council seat.
Larson has served as a City Councilman since 2016, and in a recent social media post he announced, “I registered today to run for re-election to the Dahlonega City Council, Post #6. Election day is November 5th. I hope I can count on your support to serve you for another 4 years (2020-2023). It has been an honor to represent the citizens of Dahlonega since January 2016. Boil water advisory in effect for Crooked Creek Subdivision

According to a press release from the Lumpkin County Water and Sewerage Authority,
“LCWSA experienced a water main break in the Crooked Creek Subdivision which caused a localized loss of system pressure. When this occurs a potential health hazard may exist in these areas of zero pressure from backflow of water of unknown quality into the water system. In order to protect the public from a potential health hazard, all Crooked Creek residents that live on High Creek Drive, White Oak Trail and Oak Springs Trail that have experienced a water outage and/or low pressures are advised to “boil” all water prior to use for drinking, cooking, or preparing baby food. The water should be boiled for at least one minute after reaching a rolling boil. Once LCWSA has tested the water and confirmed that the water in the distribution system is safe for human consumption, LCWSA will post a message on Lumpkin County’s Website and at High Creek Drive to notify the public that the boil water advisory has been lifted. LCSO hosts upcoming fifth annual gun show to support youth homes

Lumpkin County Sheriff, Stacy Jarrard, and the Lumpkin County Sheriff’s Office is hosting their fifth annual Sheriff’s Gun Show on Saturday, October 27, from 9am to 5pm, through Sunday, October 28 from 10am to 4pm. The event will be held in Dahlonega at 154 Ethan Allen Drive, behind Chestatee Ford on Georgia 400, off Lumpkin County Parkway.
All proceeds from the gun show will benefit the Georgia Sheriff Youth Homes, which was created in the late 1950’s, according to Jarrard, “We got our first child in 1960. There are five houses located throughout the state of Georgia that we have at around 70 kids in, at this time.” The Youth Homes can house about 100 children throughout the state, and they are sustained by only the donations from the public.
Jarrard explained that, “That’s how they’re successful…I would like us to raise as much money as we can this year, to be able to support these youth homes, and to be able to support children in these youth homes. I look forward to seeing you.” The entry fee will be $5.00, and admission is free for kids 12 and under.

Branyon takes oath to become city marshal

DAHLONEGA, Ga. — Dahlonega has a new city marshal.
Judge Raymond George administered the oath of office to veteran law enforcement officer Jeff D. Branyon during Tuesday’s city council meeting.
Branyon is a graduate of the University of Georgia who has worked in law enforcement for many years in Gwinnett, Clarke, Hall and Lumpkin counties. He also served with the Georgia Bureau of Investigation. In Gwinnett County, Branyon managed the Crime Scene Investigations for seven years.
The city marshal position was deactivated several years ago, but with the growth of the city, council members felt there was a need for a city marshal.
Branyon will enforce city ordinances and coordinate with and support public safety efforts of local, area and state law enforcement agencies.
A long line of law enforcement officers, including Lumpkin County Sheriff Stacy Jarrard, have held the position.
Branyon has been married to his wife, Jodi, for 26 years. They have three children of college and high school age.

Sheriff’s Deputy to Run for Dahlonega City Council

DAHLONEGA, Ga. – Lt. Alan Roach, a 23-year veteran of the Lumpkin County Sheriff’s Office, has a proven record of public service to Lumpkin County but he believes he can do more, which is why he has decided to run for city council in Post 5.
Roach attended North Georgia College and State University and has earned a bachelor’s degree in Criminal Justice and master’s degree in Public Administration. His responsibilities with the sheriff’s office include training officer, public information officer and training officer. He also helps to ensure the office meets strict accreditation standards.
Roach said he will continue to be employed by the sheriff’s office if he is elected. Before he qualified for the campaign, he asked for and received the approval of Sheriff Stacy Jarrard, the city manager and county manager.
“I just see this as another opportunity to help the community I live in and help the city meet the challenges it faces,” he said. I feel like in my years in the sheriff’s office, I kind of have the pulse of the community. I’ve seen the concerns not just of one neighborhood, but of the community as a whole.”
He realizes that one of the issues that has gained the most publicity is Roberta Green Garrett’s application to build a hotel in downtown Dahlonega.
But beyond that, he said, there is a real need to improve the city’s infrastructure, especially as it relates to parking in and around the city square.
“When tourists visit Dahlonega and make a lap or two and can’t find a place to park, they leave and the city has lost their business.”
Public Safety Radio Communications was Hot Topic at Lumpkin County Commissioner Work Session

DAHLONEGA, Ga. — Lumpkin County commissioners and officials with the Lumpkin County Sheriff’s Office spent much of Tuesday’s work session in a discussion about how to provide public safety personnel with adequate radio service.
9-1-1 Communications Director Mike Stapleton said, “Our problem is when you get to the northern end of the county, there are no cell towers, no connectivity and no power. The terrain is beautiful, but it does not cooperate with our radios very well.”
Stapleton explained that the current VHF analog radio system has numerous dead spots throughout the county and continued use of the system could lead to parts failure and a loss of radio service that could put public safety workers in unnecessary danger.
His recommendation to commissioners is to purchase the system designed by Mobile Communications that will operate digital transmitters at the current Crown Mountain and Black Mountain Communications sites and to add receiving sites at Station 6 in the Nimblewill area, the new water tower near the intersection of Burnt Stand and Auraria and the Hester Valley area near Turner’s Corner. The system has a build out price of approximately $390,000 and comes with minimal recurring monthly costs. The plan leaves the existing analog system in place as a backup.
The system would not only facilitate improved communications among local public safety employees, but also with state agencies like the Georgia State Patrol and Department of Natural Resources.
Sheriff Stacy Jarrard said, “This is the most economical way to have the best coverage. If we have a disaster anywhere in the county, and need to bring in outside resources, the old analog system will still monitor it but 99 out of 100 times, they will want to be on digital because the signal is so much better.”
The down side, Jarrard pointed out, is for those citizens who own scanners, those scanners will become obsolete.
Commissioners are expected to vote on the issue at the next regular meeting.
Lumpkin County commissioners will meet in work session today

DAHLONEGA, Ga. – The Lumpkin County Board of Commissioners will have a number of new or renewable contracts to discuss when it meets in a work session at 5:30 p.m. today (Feb. 26) in the County Administration Building.
The Board will consider an agreement with the law firm of Blasingame, Burch, Garrard and Ashley to represent the county in potential litigation against contributors to the opioid addiction crisis. If there is no recovery, there is no cost to the county.
Finance Director Allison Martin will recommend the county renew its agreement with Mauldin and Jenkins to perform the county audit.
Allison will also recommend the county contract with Capital Accounts to collect approximately $23,700 in unpaid fees due the Parks and Recreation Department. Capital Accounts charges a percentage of what it collects, so there is no cost to the county.
Senior Center Manager Linda Kirkpatrick will ask the Board to consider approval of an addendum to the Legacy Link contract for senior center operations and the Meals on Wheels Program.
Sheriff Stacy Jarrard will seek a renewal of a contract with Agape Food Service & Catering, Inc. which has provided an inmate catering service for prisoners at the Lumpkin County Detention Center since 2009.
Other items to be considered include:
- The appointment of reappointment of members to the Audit Committee, Development Authority and Water and Sewer Authority;
- Approval of a list of no-longer needed or used items recommended for surplus sale on GovDeals.com;
- A request to include three county roads – Nimblecrest Way, West Woods Drive and West Woods Way — for acceptance into the county’s road maintenance system;
- Two requests by property owners for annexation into the City of Dahlonega;
- A Building Modification Request by EMA Director David Wimpy to close one bay of Fire Station No. 1 to enlarge the Emergency Operations Center;
- A tax refund request filed by Kingwood Dahlonega International Resort.

Controversial Deputy Dismissed by Lumpkin County

DAHLONEGA, Ga. — Lumpkin County Sheriff Stacy Jarrard has terminated a recently-hired deputy following reports of the officer’s behavior while part of the Statham Police Department.
Marc Lofton, who left the Statham force earlier this year after he was accused of making faulty DUI arrests, had been working under a probationary period in Lumpkin County.
After the social media group “Statham Concerned Citizens” began complaining about Lofton’s behavior the Prosecuting Attorney’s Council of Georgia found that Lofton made significant errors in several DUI investigations.
Lumpkin County Sheriff Stacy Jarrard issued the following statement:
“Regarding Marc Lofton, as of July 26, he is no longer employed with the Lumpkin County Sherriff’s Office. Mr. Lofton was released while on a new hire probationary status due to my realization that he would not be successful for the efficient operation of this agency and county.”

DAHLONEGA, Ga. – For a law enforcement officer who has never been accused of any criminal misconduct, never been the subject of any disciplinary action and who had a clean personnel file when he was hired by the Lumpkin County Sheriff’s Office last month, Marc Lofton has attracted a lot of criticism, fairly or unfairly.
Lofton came to Lumpkin County from Statham where he worked as a police officer. Two years ago, after a social media group calling itself “Statham Concerned Citizens,” began complaining about the Statham Police Department, the Prosecuting Attorney’s Council of Georgia found that Lofton made “significant errors in several of the DUI-Drug investigations.”
IMPORTANT NOTE: They did not say he had committed a crime. They said he made “significant errors.” Lofton left the Statham Police Department in good standing and he applied for the job in Lumpkin County.
Now, with the aid of CBS46, “Statham Concerned Citizens” appears to be stalking the officer all the way to Dahlonega.
Today, Lumpkin County Sheriff Stacy Jarrard issued the following statement:
“Regarding Deputy Marc Lofton. He was hired by this Agency on 06/26/2017. As part of our hiring process a background investigation, interview board, and voice stress analysis test was completed. Mr. Lofton successfully passed all of these processes. We are aware of everything CBS NEWS 46 has reported. We are also aware, as I am sure you are, that Mr. Lofton has never been indicted for any criminal acts.
“Statham Police Department’s Chief has never seen fit to discipline Mr. Lofton for anything whatsoever. The District Attorney’s Office completed an investigation on Mr. Lofton and they did not see any criminal act. The Prosecuting Attorney’s Council (PAC) also investigated Mr. Lofton and did not see any criminal acts being committed. However, they did recommend additional training.
“Mr. Lofton has since completed and passed the additional training recommended by PAC. Mr. Lofton has an active Peace Officer certification through Georgia’s Peace Officer’s Standard and Training Council (P.O.S.T.). Mr. Lofton does not have any active P.O.S.T. investigations, nor has he ever. Additionally, a Lead DUI Standardized Field Sobriety Training (SFST), Advanced Roadside Impaired Driving (ARIDE), and Drug Recognition Expert Instructor was consulted regarding Mr. Lofton.
“He also stated he did not see any wrong doing by Mr. Lofton and that Mr. Lofton had excelled in his classes which were recommended by PAC. For the above listed reasons, Mr. Lofton was found to be eligible for hire and subsequently hired. As with all newly hired employees, Mr. Lofton will complete our Field Training Program and he will be closely monitored during his one year probation with our Agency.”

County Honors Marie Satterfield, Employees of the Year

DAHLONEGA, Ga. — The early portion of Tuesday’s Lumpkin County Board of Commissioners meeting was dedicated to honoring county employees whose service to the community has been above and beyond the call of duty.
First among the honorees was Marie Satterfield, a senior records technician in the Sheriff’s Office, who was the recipient of the 40-year Service Award.
Satterfield has dedicated half her life to serving the residents of Lumpkin County. Nine U.S. Presidents have moved into and out of the White House since she began her tenure.
Sheriff Stacy Jarrard said, “Marie is one of the hardest working people in the world. She has been a blessing to me and will continue to be a blessing to me for many years. She has so much knowledge. She cannot be replaced. It would take multiple people to replace her.”
Tim Foster was honored as the Sheriff’s Office Employee of the Year, Gabriel Hernandez was named Emergency Services Employee of the Year and Ashley Peck, the county’s Elections Superintendent was named Employee of the Year.
Malone Harrell was appointed to the Chestatee-Chattahoochee RC&D Council and Patrick Wood was appointed to the Park and Recreation Citizens Advisory Panel.
The board approved resolutions authorizing:
Tax Commissioner to accept checks and debit and credit cards for all taxes, fees and licenses due;
The Community Healthcare Partnership Grant application;
Local legislation to create Lumpkin County Airport Authority;
The City of Dahlonega and Lumpkin County to make improvements to Auraria Road.

City Council approves ordinances that impact upcoming events

DAHLONEGA, Ga. — The Dahlonega City Council held a special called meeting on September 5 and approved ordinances that impact coming events, including the well-publicized Sept. 14 rally in support of President Donald Trump.
Ordinance 2019-24 will help regulate the time, place, and manner of “planned and spontaneous demonstrations on public property.” According to Dahlonega Mayor Sam Norton the ordinance, “Gives the city manager the authority to issue an order and broad discretion on how to investigate the time, manner, and place [of city events].”
According to 2019-24, the city manager is, “Authorized to issue content-neutral time, place, and manner regulations to govern upcoming demonstrations and counter-demonstrations in the city,” through written orders.
With this, the city manager will have the authority to “restrict the time and length of the event or place regulations on the number of participants who may gather or congregate upon public property, public sidewalks, public rights-of-way, and places of public assembly to which the public has access.” The purpose is to protect the “public’s use and enjoyment of public spaces.”
Dahlonega City Manager Bill Schmid explained that those who wish to participate in demonstrations held on public property would be designated to a specific “free-speech zone,” where they would also be required to follow any rules set forth by the city. Schmid explained that there would be, “Signage created to identify the rules,” and they would also be posted on the internet and handed out to participants as they arrive at the event.
City Marshal Jeff Branyon explained that law enforcement would be present to ensure all participants followed the regulations, and the proposed rules will be available online for the public prior to the event. The Council also set a “Sunset Date” for December 31, at which time they will revisit the ordinance and make any necessary changes or adjustments.
Ordinance 2019-25 will restrict the use of drones during festivals or large events that are held in the city on public property, and although they will be permitted otherwise, the City Council must be notified prior to use; those who wish to fly drones over the city on public property, will have the option to notify the proper persons online.
“This is a public safety issue,” explained Braynon. He also stated that the University of North Georgia Drill Field is designated as a landing pad in the event of an emergency, and the use of drones during festivals and large events may interfere.
Dahlonega City Council announces public hearing to discuss millage rate
